PUBLIC HEARING MINUTES
MARCH 26, 2026, 5:00 P.M.
A Public Hearing of the Elm Creek Village Board of Trustees was convened in open and public session at the Elm Creek Village Center, 535 W. Boyd Avenue, Elm Creek, Nebraska at 5:00 p.m. on March 26, 2026. Advance Notice of this meeting was given by posting of Notice in three public places within the Village and publication in the Kearney Hub, as shown in the Certificate of Posting affixed to these minutes. Advance Notice was simultaneously given to the Chairman and all members of the Board of Trustees and their acknowledgment of receipt of Notice and the agenda are affixed to these minutes. Tanner Tool called the public hearing to order at 5:00 p.m. by calling for the roll with the following members responding: Tanner Tool, Brian Florell and Kyle Lawrence. Absent: Michael Strong & Davis Miner. Michael arrived at 5:04pm. Tanner announced that in accordance with Section 84-1412 of the Nebraska Revised Statutes, a current copy of the Open Meetings Act is available for review and is posted on the east wall of the meeting room.
Tanner announced the Road Improvement Public Hearing is now open for discussion and to hear public comment. Lance Harter with Oak Creek Engineering presented a map with the 2026 One & Six Year Road Improvement Plan. We have moved all of our projects to 6 years and will continue to do maintenance until we can complete another big project. With no further questions or comments, a motion was made by Tanner and seconded by Kyle to close the Public Hearing at 5:07PM. Ayes: Michael, Kyle, Tanner and Brian. Nays: none. The motion carried.

REGULAR MEETING MINUTES
MARCH 26, 2026, IMMEDIATELY FOLLOWING PUBLIC HEARING
A Regular Meeting of the Elm Creek Village Board of Trustees was convened in open and public session at the Elm Creek Village Center, 535 W. Boyd Avenue, Elm Creek, Nebraska immediately following the Public Hearing on March 26, 2026. Advance Notice of this meeting was given by posting of Notice in three public places within the Village, as shown in the Certificate of Posting affixed to these minutes. Advance Notice was simultaneously given to the Chairman and all members of the Board of Trustees and their acknowledgment of receipt of Notice and the agenda are affixed to these minutes. CONSENT AGENDA
It was moved by Tanner and seconded by Brian to approve the Consent Agenda consisting of the minutes of the Regular Meeting on February 23, 2026, and Claims for the month of March in the amount of $59,529.48. Ayes: Kyle, Brian, Michael, and Tanner. Nays: none. The motion carried.
SHERIFF’S REPORT: Sgt Gibbs reported an uptick in attempted fraud. The month was relatively uneventful otherwise. The county held a 3-day training at the school, and it went very well. Multiple agencies participated and complimented our facilities.
REGULAR AGENDA
AGENDA ITEM #1: Resolution to adopt the One & Six Year Road Improvement Plan
Tanner read the Resolution in full.
It was moved by Tanner and seconded by Kyle to approve Resolution 2026-1 as modified. Ayes: Brian, Michael, Tanner, and Kyle. Nays: none. The motion carried.
AGENDA ITEM #2: Insurance Proposals
We are nearing the end of our 3-year cycle with LARM for our property, liability and workers compensation insurance agreement. If we would like to put it out for bid, we are required per our agreement to give them notice.
It was moved by Tanner and seconded by Michael to put our insurance out for bid and to let LARM know of our intent. Ayes: Kyle, Brian, Tanner, and Michael. Nays: None. The motion passed.
DEPARTMENT REPORTS
We have issued building permits this month to Jacob Kringle, Tim Greiner and Matthew Nielsen.
Viking brought out their report on the water tower and they feel we still have 3-5 years before we need to do anything for maintenance on it.
We are waiting for a bid for installation costs to add water meters to the school.
Dusty is still waiting on bids for street repairs this summer.
At our April meeting we will have a zoning proposal for a building in the downtown area.
The utility department has been busy working on irrigation around town. They are going to put the pump in at the lagoon next week. They moved the bleachers over to the ball fields. They will test the lights sometime soon. They are also working to get the park bathrooms ready for the season.
We hired Skylar Gronewold as the pool manager for this season. We are still waiting on applications for summer positions.
The John Deere mower is supposed to be in by June but could be at the end of April early May.
The ball club would like more dirt brought in to build up the field.

All agenda items having been considered, it was moved by Brian and seconded by Michael to adjourn this Regular Meeting. Ayes: Michael, Tanner, Brian and Kyle. Nays: none. The motion carried and the meeting was adjourned at 5:34p.m.
