REGULAR MEETING MINUTES

SEPTEMBER 19, 2024 IMMEDIATELY FOLLOWING SPECIAL MEETING

 

A Regular Meeting of the Elm Creek Village Board of Trustees was convened in open and public session at the Elm Creek Village Center, 535 W. Boyd Avenue, Elm Creek, Nebraska immediately following a Special Meeting on September 19, 2024.  Advance Notice of this meeting was given in advance thereof by posting of Notice in three public places within the Village and publication in the Beacon Observer, as shown in the Certificate of Posting affixed to these minutes.  Advance Notice was simultaneously given to the Chairman and all members of the Board of Trustees and their acknowledgment of receipt of Notice and the agenda are affixed to these minutes.  Tanner Tool called the meeting to order at 6:51 p.m. by calling for the roll with the following members responding:  Taner Tool, Davis Miner, Michael Strong, Kyle Lawrence, and Mike Brown.  Absent:  None.  Tanner announced that in accordance with Section 84-1412 of the Nebraska Revised Statutes, a current copy of the Open Meetings Act is available for review and is posted on the east wall of the meeting room.

 

CONSENT AGENDA

It was moved by Tanner and seconded by Mike to approve the Consent Agenda consisting of the minutes of the Regular Meeting on August 15, 2024, and the Claims for the month of September in the amount of $95,196.57.  Ayes:  Kyle, Mike, Davis, Michael, and Tanner.  Nays: none.  The motion carried.

 

SHERIFF’S REPORT:

Capt Anderson was not able to attend tonight.  Tanner asked if anyone had any comments or concerns about the report that was submitted and there were none.  Dusty informed the board that the Sheriff’s office had been in contact with us regarding an issue with an underage driver operating a golf cart.   Per our Ordinance you must have a valid Class O operators license.

 

REGULAR AGENDA

AGENDA ITEM #1: Consider and approve Personnel Schedule and Charge Out Rates for FY24-25
It was moved by Tanner and seconded by Davis to approve the Personnel Schedule and Charge Out Rates as presented for FY24-25.  Ayes:  Michael, Kyle, Davis, Mike, and Tanner.  Nays: none. The motion carried.

 

AGENDA ITEM #2: Consider and approve FY24-25 Comprehensive Fee Schedule.

It was moved by Tanner and seconded by Davis to approve the FY24-25 Comprehensive Fee Schedule.  Ayes:  Mike, Tanner, Michael, Kyle, and Davis.  Nays: none.  The motion carried.

 

DEPARTMENT REPORTS

BUILDING PERMITS – There was a shed permit and an inquiry from Complete Roofing and Remodeling on expanding their building size.

EMPLOYEE REPORTS – CHS has some traffic concerns during harvest and would like to get some caution signs for turning trucks.  The Beecroft Street project has been completed.  Dusty is going to set up a meeting with Oak Creek Engineering to discuss the RFP for leasing the land south of the village.  Dusty is meeting with the Elm Creek School Superintendent next week to discuss CDBG funding opportunities for the track project.  Tanner would like to form a Community Building Committee to discuss wants and needs for a new building.  Dusty has been working with property owners to get some of the nuisance properties cleaned up.  The Village Attorney, Taylor, is going to draft an ordinance on mandatory water and sewer hook up requirements.

All agenda items having been considered, it was moved by Mike Brown and seconded by Michael Strong to adjourn this Regular Meeting.  Ayes:  Mike, Tanner, Michael, Kyle, and Davis.  Nays: none.  The motion carried and the meeting was adjourned at 7:22p.m.
